 PARADIP: 19 DEC2010 -COAST GUARD SHIP (CGS) RAZIYA SULTANA RESCUED SIX FISHERMEN FROM A FISHING VESSEL UNDER FIRE. FISHING VESSEL MAHADEV-III WAS OPERATING SEVEN MILES EAST OF RAMACHANDI, PURI WHEN IT CAUGHT FIRE DUE TO BLAST OF LPG CYLINDER. THE INCIDENT HAPPENED AT 1230 HRS WHEN THE CREW WAS PREPARING THEIR LUNCH.

ON RECEIPT OF MESSAGE BY COAST GUARD DISTRICT HEADQUARTERS PARADIP IMMEDIATELY DIVERTED CGS RAZIYA SULTANA WHICH WAS ENGAGED IN OPS OLIVIA TO RENDER ASSISTANCE.

        THE SHIP ARRIVED IN THE AREA AT 3 PM AND RESCUED ALL THE SIX FISHERMEN FROM SEA. THE SHIP PROVIDED MEDICAL AID AND FOOD TO THE AFFECTED FISHERMEN. THERE AFTER THE SHIP EXTINGUISHED THE FIRE USING ITS FIREMAIN, HOWEVER THE BOAT SUNK AT 5:30 PM DUE TO EXTENSIVE DAMAGE AND INGRESS OF SEA WATER FROM DAMAGED HULL. ALL THE SIX FISHERMEN ARE BEING BROUGHT TO PARADIP BY CGS RAZIYA SULTANA.

Port city welcomed the lord of all craftsmen and architects in a cyclonic weather

In spite of cloudy weather and intermittent showers due to low pressure in the Bay of Bengal, the famous Viswakarma Puja of Paradip  started from September 17 here with much fanfare and enthusiasm.


Various worker unions, truck owner  associations,trawler owner association,dumper owner associations, electrical, public health and marine departments of the Paradip Port Trust were  organized the puja . Viswakarma Puja was also  celebrated in various industries in and around Paradip like IFFCO, PPL etc.

Many temporary shops and eateries had been opened for the visitors. information centers had also opened near the puja venues from municipality. Many reputed opera (jatra) groups and melody parties of Odisha as well as outside States had perform and entertained visitors with a wide range of entertainment programmes.

Paradip police had handled the traffic and low and order very efficiently. paradip municipality had engaged its men to keeping the city and puja venue clean and checking the quality of the food item sold near puja venue.PPT fire fighter were also camped and alerted near the venue to prevent any kind of fire accident,  the co-ordination between PPT,municipality and police department made the event very successful.peoples from every religion enjoyed the puja.

Imported cargos pile up at Paradip port on rake shortage

The Paradip port is holding about two million tonnes of imported cargo, mostly coal. The evacuation has become a problem due to non availability of enough rakes. The requirement is 11 to 12 rakes a day, but the availability is no more than seven to eight.

Normally, the rakes arriving at the port with export goods are used for loading import cargo. Earlier, seven to eight iron ore rakes would arrive at the port daily. The number has now dropped to four, partly due to the slump in overseas demand for ore and largely due to the Orissa Government's restriction on loading of iron ore rakes following complaints of illegal mining. Though the Railways often places empty rakes to facilitate evacuation, it does represent a cost.

Paradip Town congress committee held a protest meeting at Paradip and burnt the effigy of Odisha Chief Minister, Naveen Pattnaik and Agriculture minister Dr.Damodar Rout protesting against the illegal support to the former Kujanga Block Chairman Miss Safala Sahoo who is now is an employee of Agricultur department, Government of Odisha blessed by Damodar Rout. The congress made this allegation in a meeting before burning the effigies of both BJD leaders in front of the office of the ADM, Paradip on 30th July at 2 PM. Thousands of Congrss members consisting of women, youths organised a huge rally in the Port Town before proceeding to the office of the ADM. Congress leaders Er.Pramod Jena, former MLA of Erasama, Bijay Kumar Nayak, Kedar Jena, Ranjan Kumar Das (Tiki), Ranjan Kumar Parida, Kedarnath Biswal, Manoj Behera, Ayasakanta Ray criticised the BJD government for their minining and coal scams, violationa of constitution by illegal election and apointment of Kujanga Block Chairman, neglecting people of Odisha by high price rise etc. The local Police had made elaborate arrangements for maintaining law and order situation because of the huge rally and meeting.

Rs 500 crore to be invested by IFFCO to modernize Paradip plant.


Fertilizer cooperative major Indian Farmers Fertilizer Co-operative Ltd., IFFCO], has unveiled n ambitious plan to invest Rs 500 crore over the next four years to modernize and upgrade its diammonium phosphate (DAP) plant at Paradeep. Once completed by the end of 2014, the plant’s 
production capacity will go up from the present level of 19.2 lakh ton per annum to three million ton. “We will raise the required fund from internal accruals. The proposed investment is to retrofit the existing DAP plant with pipe reactor technology and increase the output by 30%”, IFFCO Executive Director M.R. Patel told “The ET” over phone from Paradeep. The existing conventionally designed Paradeep unit has three streams of DAP/NP fertilizers in operation, he said. IFPCO has achieved highest ever production of 15 lakh MT of fertiliser in 2009-10 fiscal, surpassing its previous record of 13.06 lakh MT in 2008-09. Mr Patel said, the cooperative giant has begun preliminary talks with Hindustan Dorr Oliver for pipe reaction system to meet the challenge of low cost of production, high production volumes and highest possible conversion efficiencies. The other advantage of the technology is that it lowers energy consumption by 25% and results in lower emission of pollutants like ammonia, he added. IFFCO took over the Paradeep plant from Oswal Chemicals and Fertilizers in 2005 by paying Rs.2080 crore. So far it has spent additional Rs.1500 crore to revamp the unit and resume production. From a production of 30,000 tons of DAP/NPK at the time of acquisition, the output of the unit had gradually gone up to 7.5 lakh tons in 2006-07 and 15 lakh tons in 2009-10.

Doppler radar facility to come up in 4 cities

Doppler radar, best known for its near accuracy weather forecasting capability, will be installed at four locations of the State.
 Paradip, Balasore,Gopalpur and Sambalpur are the four selected sites. While the Indian Meteorological Department will install the radars, the state government will provide necessary infrastructure support.

 Revenue Minister SN Patra told mediapersons that land has been allotted at the four sites and Orissa State Disaster Mitigation Authority (OSDMA) will construct buildings on which the Doppler radar will be mounted.The Minister who reviewed the progress of construction of cyclone shelters said it has been decided to construct at least 480 multi-purpose cyclone shelters along the coastline.The maximum distance between two cyclone shelters will be one kilometer.The state has a 480-km coastline.Meanwhile, 189 out of 203 multipurpose cyclone shelters have been constructed in six coastal districts of Balasore, Bhadrak, Kendrapara, Jagatsingpur, Puri and Ganjam. These cyclone shelters have been funded by the Chief Minister’s Relief Fund, Prime Minister’s Relief Fund, Red Cross and World Bank.The Government has submitted a proposal for construction of 150 such shelters to the World Bank for financial assistance.Construction of 64 cyclone shelters was taken up in Kendrapara district and some of them are incomplete.While roof of the second floor of 14 cyclone shelters have been laid, only first floor of four shelters have been completed. The Minister has instructed the authorities to complete all the buildings by November-end.The proposed cyclone shelter at Satabhaya village has been relocated to Bengapatia. Satabhaya village having 750 families is constantly under threat from the sea and the villages are worst affected during rainy season and cyclonic circulation. The Government has decided to resettle Satabhaya villagers at Bengapatia, he said.Revenue Minister RK Sharma, Special Relief Commissioner NK Sundarray and IMD Orissa Director SC Sahu were also present.

War ships visited Paradip

To commeorate NAVY WEEK in December, 7 warships have arrived at Paradip on 07th November morning. They are INS Jhalsa, INS Rajput, INS Khanjar, INS Kora, INS Kulish, INS Kuthar and INS Virat. There is a big rush of people from various places of Odisha to visit the ships as the ships are kept free for visit of Public from 10 AM to 5 PM on 07th November. Several thousands of people are taken care of Indian Navy and Indian Coast Guard whose special busses who arrived at Paradip, carrying the public from Gate No.4 of PPT to the war ships. PPT is not charging any entry fee for the people visiting warships and they have provided two jettys Coal Berth No.2 and Mulitipurpose berth for acomodating the ships. The ships are ultra modern war ships of Indian Navy fitted with Missiles, Rocket Luncher, Machine Guns, War helicopters etc. On 08th Chief Minister of Odisha with his officials are to visit these ships at Port and to hold a high level meeting with the Navy,Coast Guard, Marine Police officials on securty of vulnerable Odisha coast especially the major Port Paradip. It has been reported in media few days back that the terrorists are planning a 26/11 mumbai type of attack on various parts of India.

 Following reports of minor oil spills, a five-member team of the central shipping ministry Saturday reached Paradip port and inspected the ship that sank off its coast earlier last month.

The team includes P.V.K Mohan, director general of shipping, and Srinivas Nair, director general of port operations. 

The decision to dispatch the team of experts was taken by the shipping ministry after Paradip Port authorities sought its intervention following reports of oil spill from the ship that could pose a danger to marine life. 

MV Black Rose, a Mongolian registered vessel, sank Sep 9 with 924 tonnes of furnace oil on board. The port authorities have said 900 tonnes of the oil -- in semi-solid state -- is still inside the ship, but there have been small spills. Pollution control authorities have reported patches of oil on the coast three to four kilometres away. 

Apart from the 924 tonnes of furnace oil, the sunken ship was carrying about 25,000 tonnes of iron ore fines. Twenty seven crew members were on board. All but a Ukrainian engineer, whose body was found 10 days later, were rescued. 

The Paradip Port Trust has not been able to retrieve the oil and has invited bids to pump out oil from the ship. The Wildlife Society of Orissa has expressed concern that delay in removing the oil could harm the breeding ground of Olive Ridley turtles nearby. 

Experts are on standby and work will resume only after the weather improves

Visakhapatnam-based J. Enterprises and Divers awarded the contract to plug air vents, sounding pipes and other holes to ensure that there is no oil leakage from the ship on Sep 26.The firm commenced workon Sep 27.But the Work was stopped on Sep 28 after sea condition became rough due to cyclonic circulation and later due to formation of low pressure area over the west central bay and adjoining north-west bay off the north Andhra Pradesh and south Orissa coast of bay of bengal.

The port authorities last week issued two tender notifications, one calling for spot quotations to plug the air vents, sounding pipes and other holes to prevent oil spill. Another tender was floated for taking out the oil from the sunken vessel. 

“The last date for submission of bids for taking out oil is Oct 5. One port trust vessel with oil containment booms and skimmers has been deployed near the sunken vessel to tackle the spilled oil along with a coast guard vessel,” a port official said.

Environmentalists warns,oil spillage from the ship could harm rare Olive Ridley sea turtles,



Environmentalists says that parts of the beach have turned black as oil carried by waves continues to come ashore.They also say that dead fish have been found on the coast near Paradip port.

But port authorities insist that there will not be a major spill because most of the oil is "semi-solid" and remains inside three sealed containers.
"If urgent steps are not taken by concerned agencies to empty the fuel tank of the capsized vessel, the oil spill may spread onto Gahirmatha beach, posing a serious threat to the mass nesting grounds of Olive Ridley sea turtles," environmentalist Biswajit Mohanty said.

"The turtles are likely to begin their mass nesting in the area by the end of this month.

"The sea waves in the region break from south to north, which will push the oil spill towards Gahirmatha beach. This may also cause high mortality among marine species including jelly fish and crabs. That in turn will lead to starvation among Olive Ridleys, who feed on them," Mr Mohanty said.

Gahirmatha sea beach is five nautical miles away from the spot where the ship ran into difficulties.

Orissa's state government has asked for help from central government, saying it is worried about the delay in salvaging the ship and the possibility of a serious oil spill.

The beaches of Orissa are one of the world's last nesting grounds for Olive Ridleys, which have been listed under the US Endangered Species Act.

Odisha Pollution Control Board confirms oil spill

Paradip, Sept 22: The worst fear, it seems, is coming true. A team of experts from the Odisha State Pollution Control Board on Tuesday confirmed oil spill from the vessel that sunk off Paradip coast about a fortnight back. 

“We found visible presence of oil, that spilled that out of the vessel, along the sea waters,” said SPCB scientist D.K.Behera. He, however, refused to elaborate further. 

The suspected oil spill from the wreckage of the sunken Mongolian ship - MV Black Rose - has triggered apprehension of a major ecological and environmental damage along Odisha's Paradip coastline. 

Even though Paradip Port Trust officials allayed fears of oil spill, the ground realities tell altogether a different story. 

Pungent smell has filled the airs along the 12 km stretch long beach near Paradip. Bloated marine species mainly fishes are sporadically scattered along the beach. Layers of oily substances have made ingress into the sandy beach, according to eye witnesses. 

“Fishes are beginning to die. Thick oily layers are spread along the vast expanse of sea. Anybody could find visible presence of oil substances. No matter what the officials say, oil has spilled into the sea waters,” a group of marine fishermen said. 

“Of the 924 metric tonnes of oil reserve, 900 metric tonnes are inside double bottom tank and are fully secured. The said reserve is safe and intact. The minor spill is being traced to the 24 metric tonnes of grease oil stored inside the engine room,” said Deputy Chairman of PPT Biplab Kumar. 

PPT Pollution Response Tugs and Coast Guard vessels which are monitoring the area regularly traced escape of little amount of grease and diesel from the sunken vessel today. On thorough inspection it has been ascertained that the spill is from the service tank of the engine room and is negligible which does not pose any threat. Apart from the above, there is no oil spill,” said PPT officials. 

Incidentally, the ill-fated Mongolian vessel that had sunken on 9 September near the Paradip port had in it 924 MT furnace oil reserve. 

Almost a fortnight after the vessel capsizal, the oil reserve is yet to be pumped out. This apart, the sunken vessel was carrying enormous load of 23, 847 tonnes of iron ore fines. The delay in oil extraction exercise is being attributed to gross absence of infrastructure and expertise on part of PPT. 

Experts had earlier sounded caution on possible oil spill and its adverse impact on marine environment. The PPT authorities watched silently making little effort to evacuate the huge oil stock from the sunken vessel, alleged environment activists. 

Meanwhile, the port authorities have sought the assistance of national and international experts for early evacuation of existing oil reserve in the sunken ship. 

Incidentally, the sunken ship, owned by the Singapore-based Black Rose Maritime Shipping Ltd, did not have legal document or insurance papers. 

A two-member team of experts from state pollution control board today made an on-the-spot assessment of the situation. The SPCB experts are of the view that oil spill has posed threat to the local marine ecology. Still its impact is not on a larger scale. 

The site where the vessel capsized is very close to the Gahirmatha marine sanctuary, one of the few remaining nesting sites for Olive Ridley turtles in the world. The turtles come to the site every year around this month for breeding. 



Meanwhile, Chief Minister Naveen Patnaik asked the SPCB thoroughly inquire into the matter and take necessary measures in this regard.

The SPCB team had arrived in Paradip as per the orders of Patnaik. 

The Chief Minister had asked SPCB to look into the matter after media reports about the oil spill.

Paradip Port launches clean-up drive

The Paradip Port in Orissa Monday launched a drive along its coast to contain possible environmental damage from a Mongolian ship that sank off the coast Sep 9.

The vessel MV Black Rose, carrying about 25,000 tonnes of iron ore fines and 900 tonnes of oil, capsized in Bay of Bengal, five km off the Paradip coast.

'We verified the reports about oil spill. There is a negligible amount of oil spilled into the sea. It could have been from other vessels too. We have launched a cleaning drive along the coast,' said Biplab Kumar, deputy chairman of Paradip Port.

'We have deployed tug boats. We have our special machines to contain the oil leakage. We are closely monitoring the situation,' he added.

The site where the vessel capsized is very close to the Gahirmatha marine sanctuary, one of the few remaining nesting sites for Olive Ridley turtles in the world. The turtles come to the site every year around this month for breeding.
